Overview

Girl Scouts Western Oklahoma operates two very different properties that serve girls in unique and meaningful ways. Camp E-Ko-Wah is a traditional camp with deep roots and strong memories for generations of alumnae. Camp Trivera is a newer, urban-adjacent property designed to create innovative experiences for girls in STEM and leadership. Both mattered to the Council, yet each played a different role in achieving long-term goals.

When the Council reached out to Kaleidoscope, E-Ko-Wah was experiencing declining enrollment and struggling to define its identity within the broader organization. Trivera had tremendous potential but had not yet found the right rhythm to support the programs envisioned for the site. Leadership wanted a clear understanding of how both properties fit into their mission and how each could thrive.

Kaleidoscope partnered with the Council to strengthen clarity, shape direction, and support decision making for both sites.

The Challenge

The Council needed to understand how these properties could work together, not compete for attention or resources. Key questions included:

  • What role should each camp play in the overall vision of Girl Scouts Western Oklahoma.
  • How to address E-Ko-Wah’s declining enrollment and define what success should look like.
  • How to unlock the potential of Trivera so that it could be used fully and effectively.
  • How to support staff who were operating reactively from one season to the next.
  • How to give board members and volunteers a clearer way to evaluate needs and set priorities.

The organization needed a grounded plan that connected mission, programs, facilities, and people.

Our Approach

Kaleidoscope guided leaders, staff, board members, and volunteers through a thoughtful strategic planning process that blended data, program insight, and collaborative discussion.

Key components included:

  • Assessing each site’s strengths, challenges, audiences, and current usage.
  • Leading sessions to clarify mission output, program goals, and site purpose.
  • Gathering input from a wide range of stakeholders to understand expectations and concerns.
  • Evaluating program models, communication patterns, and operational practices.
  • Identifying clear priorities and establishing a sequence for practical improvements.

Throughout the process, Kaleidoscope helped the team move from feeling scattered to operating with shared understanding and direction.

The Plan

The final strategic plan provided clear definitions for the role of each property and an actionable pathway for the Council’s next steps.

Highlights included:

  • A clarified purpose for E-Ko-Wah that helped staff understand how to stabilize enrollment and strengthen program quality.
  • A focused vision for Trivera that aligned with its unique strengths and created opportunities for expanded use.
  • Operational and program priorities that supported year-round consistency.
  • A practical implementation plan that outlined what to focus on first and how to sustain progress over time.

The plan helped leaders talk about the future with confidence and unity.

Outcomes

The Council has already experienced meaningful results from the work.

  • Staff gained clarity on program direction, which has improved planning and communication.
  • Trivera saw increased usage as a result of more purposeful program choices.
  • E-Ko-Wah found a clearer path for growth by focusing on quality, consistency, and the audiences it serves best.
  • Leadership reported feeling less reactive and more prepared across seasons.
  • The plan has supported fundraising conversations and helped the board understand where investments will have the most impact.

The work created a shared foundation that continues to guide decisions and strengthen the council’s overall approach to camp ministry.

Reflection

This project gave Girl Scouts Western Oklahoma the clarity and structure needed to support both camps with intention. By defining the unique role of each property and establishing a practical plan for growth, the Council is better prepared to serve girls across the region and build on the strengths of both E-Ko-Wah and Trivera.
